Later, yes. Now, not necessarily. Let developers use what they will. I suspect you're overestimating the difficulty of creating a point-n-click installer. Even if the most successful implementation turns out to be a PHP one, I don't doubt that someone will figure out all of the details to make a truly simple point-n-click Windows installer. To use another cliche, I think you're putting the cart before the horse.
