Well, this can be traced back to "make it look good in lynx."
I never heard of special tags required; the browser reads it for
blind people. What they need is a simple layout, in a format that
doesn't exclude people who can only view text -- cooincidentally,
the same requirements for something to look good in lynx.
So, if we make it look good in lynx, then disabled/disadvantaged
people/hardware will work fine with it.
All in all, I support it, although as I said in another message,
I think the blind are a bad example, as they might have a little
trouble reading 'cat /etc/modules' on their LEAF/LRP system or
editing /etc/network.conf...
