Ok, those versions I'm running as well.

I ran ntp v 4.2.4.p3 and 4.2.4.p4 on my router successfully once I disabled 
ipv6. I also can run a ntpd version compiled without ipv6 support on a 
ipv6-ready-router.
The problem seems to be something in ntpd's ipv6 support IMHO.
