Erich; I did the change while fixing the bugs for new haserl *and* because I understood you've been pretty dissatisfied having files related to webconf hidden in tarballs. It sounded reasonable to me, the new layout is inline with other packages - e.g. "etc". It was meant to easy further work on it.
