There are 7 directories that contain links to the scripts in
/etc/init.d.  The directories are named /etc/rcX.d where X = a number
0-6.  These directories each correspond to a runlevel (0-6).  These
links are named (K/S)(#)scriptname , i.e. S40dhclient.  They run in
order when the runlevel whose directory they are in is reached.

If you change all occurences of either the dhclient links (lower #) or
the ipsec links (higher #), then you'll have solved your problem.  I
had the same problem, and this is exactly what I did.
