Well, I find I am reduced to grasping at straws. The firewall rulesets you appended to your message look fine; the pings should be dropping through to the final (in rough terms, "ACCEPT anything that made it this far") rules on the input and output chains.
I'm left wondering about the possibility of a hardware problem with the NICs, possibly an IRQ or I/O base problem. Do /proc/interrupts and /proc/ioports report sensible values for these devices? Since they are pci-bus NICs, I assume there is no old-style problem like a conflict with the IRQ of an unused serial port (this was a common problem with isa-bus NICs).
