This is just a shot in the dark but have you tried going here?
 
 
My brother had the hardest time getting AT&T to provision a new modem since the old one he was using didn't work with the upgrade during the transition.  It wasn't until I stumbled through dslreports.com forum that I found out that I had to go through http://sas.rX.attbi.com where X = 1 through 6 and it stood for different regions to provision it.  They sent down a technician and he was no help and after countless calls to AT&T and their online chat, I finally figured out the problem for him.  The change took effect immediately not like the 2-4hrs, then 2-3 days they claimed originally.  They really got their heads up their asses there as they have very few people that know what they're doing.
