In NERO (I think) you need to go to
File\New
Scroll down to CD-ROM (Boot)
Browse to the bootdisk.bin

Essentially, bootable CD's use floppy boot technology to perform bootups. So the 
'bootable' floppy must be placed at the start of the CD Rom so that it knows it is 
bootable.
