OK,   I'll give it a shot..
General network config info is pretty much standard for DHCP:

obtain IP automatically
no gateway
disable DNS
use DHCP for Wins resolution   (not sure if this should be disabled as well)

Winipcfg output:

Host Name  CXXXXXXX.oc.cox.netDEST  (CXXXXXX being my unique cox ID)
DNS            68.4.16.30  68.6.16.30
Node type    broadcast
IP Address    68.5.218.XXX
subnet            255.255.248.0  (unusual subnet,  I have it translated 
to /21, this might be wrong)
default GW     68.5.216.1
DHCP            172.19.89.19

Former Cox@home reqirement was to have your unique identifier number set 
as your computer name,  to ID you for the DHCP  handshake.  No MAC 
address pickyness..  I could go from direct connect to my PC's card and 
back to the LRP box by only rebooting the cable modem.   Of course that 
was before the change....

Tech support the past several days is about 50% busy and ringing.  I 
have waited over an hour for a person to pick up on several  tries, 
 gave up before an answer more than a few times.  People I have spoken 
to,  don't know the answer to "what has changed?" or "what does it take 
to get a successful DHCP handshake?"  as well as not being willing to 
support anything besides a direct single PC connection.   You get sent 
to tier 2,  and wait another hour. (havent' talked to one of these 
yet... gave up at another hour on hold.

Anyway,  sorry for the rant..   I sincerely hope it's some setting thing 
on my end..  With all the other poor suckers like me calling,  it could 
be a long and arduous time getting somebody I could actually get answers 
from.
