The IPSec VPN limitation (a single machine can masquerade IPSec, or run IPSec locally, but not both) is a limitation of the way IPSec masquerading and KLIPS (Kernel Level IPSec...the kernel portion of the FreeS/WAN IPSec implementation) are implemented in the kernel.
