A quick search on google gives mixed result.
Alcatel PCI ADSL card is base on an ITEX Apollo chipset.
Alcatel does not provide a linux driver for it's PCI ADSL card
ITEX has closed down, as far as I understand.

There is a binary driver for a 2.4.2 kernel which is still available. You 
might give it a try.
