I can't offer any insight into your other questions, but the
addresses are hex encoded IP addresses:
C0C809BF = 192.200.9.191
C0 = 192
C8 = 200
09 = 9
BF = 191
C0C80932 = 192.200.9.50
C0C8096F = 192.200.9.192
