I basically had the same question when I was attempting to setup HTB
bandwidth shaping.  Here is a link to some of the responses

The htb.init is not required when using Bering with Shorewall.  Instead
create a file named tcstart and add each of the htb classes (i.e. the tc
entries) to that file.  Have a look at the Traffic Shaping page on the
Shorewall site ( http://www.shorewall.net/traffic_shaping.htm ) and you
should have everything you need to implement.  Make sure you add your
entries with "run_tc" instead of using "tc" directly.
