After reading your rules at a quick glance you seem to need the folowing
modules loaded.

cls_u32.o
Sch_htb.o 
Sch_sfq.o
Sch_prio.o

Verify that they are loaded by issuing the lsmod command.

You might want to split up your tcstart
and insert an 
echo ok
echo ok1
and so on in between the rules.

That way you know which rule is generating the problem.
