Shorewall won't currently create this directory if it doesn't exist. The idea behind placing it in the .list file was that when the .lrp was installed, the directory would be created. The only thing this directory is used for on Bering is for the dynamic black list. I can have Shorewall create this directory during the "shorewall save" processing and we can remove it from the .list file. Change will be in Shorewall 1.3.10.
