Just so that I understand, eth0 is connected to the internet? If so, what you are seeing isn't so unusual. It looks like the ip address that is being assigned to you is a private address from your provider. While this sucks, it may be their policy. Do you have multiple internet connections to the outside world? Ie eth0, eth1 external, and eth2 is internal?
