To be more specific ... it depends on the firewall rulesets you have in place. (I open some 123/udp access explicitly here, for example, but only on the router's INPUT and OUTPUT chains, not the FORWARD chain, since I only restrict the router's own outgoing access to privileged ports in general. But that's with my bespoke rulesets; your setup could be different.)
Provide the details ... including the "outside" ntp server's FQN or IP address, what "Doesn't appear to be working" means in terms of actual tests and their results, and the basics of your LEAF setup (refer to the SR FAQ), and I or someone here may be able to offer specific help.
BTW, while I am familiar with ntp, I am not familiar with "sntp". If that is not a typo, please mention its significance. I've not heard of a "secure ntp", which is what I'd *guess* sntp to mean.
