All of them that I know of. My package includes both the server and client
rolled into a single binary saving some extra space. I believe the other
one is only the server.

Your interfaces should come up, then the dhcp client is run, then Shorewall.
Check the "RCLINKS=" parameter in dhclient and Shorewall /etc/init.d/
scripts.. dhclient should have a lower number. What do the logs say 
happens during the initial attempt?

Yes, you can't route between 2 interfaces unless the subnets are different. 
The notable exception to this is proxy-arp.
