In each case, the external interface is up (it's listed when I issue
"ip addr") but has no ip address, and pump is trying over and over to
renew the lease, but failing. I wish I had saved the exact log
message, but it seemed to indicate that Roadrunner's DHCP thought my
MAC address was incorrect.

Jim -- this is a good example of the sort of detail that one always needs to include in a trouble query. As my initial, incorrect guess illustrates, leaving it out causes people to waste their time barking up the wrong tree.

All I can suggest is that the next time this happens, you do save the log entry and send us a report that includes it. I can't think of a reason why pump, or anything else on the LEAF end, would cause the apparent MAC address of your router to change, so I'm inclined to think that either you misinterpreted the log entry or there is some problem on the RR side that a fresh boot of the router fixes.

I don't know that it's a problem with pump, and I don't know why it's
trying to renew the lease unless the Roadrunner DHCP service told it
the lease had expired. BTW, I think I'm right in saying that the
Roadrunner DHCP "server" is actually just a function of the cable
modem itself, not some central computer. Anyway, in each case pump is
the first mention of an error in the logs, and it keeps trying but
failing to renew.
The MAC-address authentication may be either in the cable modem or at the head end (some ISPs do it each way, and I've no idea which Roadrunner is using wherever you happen to be) ... but the DHCP lease will come from a "real" DHCP server somewhere, almost certainly ... since the address changes (it is not a static DHCP assignment), something at the remote end needs to know what addresses are available for assignment at any time.
