Backups are driven off of the /var/lib/lrpkg/<pkg>.list file. The /var/lib/lrpkg/shorwall.list file contains only a single entry for /etc/shorewall:
etc/shorewall
Hence, all files in etc/shorewall should be backup up when you back up the 'shorwall' package (unless there is something going on here that I don't understand -- I don't personally run LEAF so I don't have a way to experiment).
