Yes, that's what the root package is for: all basic stuff and everything that's not already in some other package. The root package is not just for /root (the homedir of the root user), but for `/' (the root of the filesystem). No, root package should be fine. But you probably want to check whether there's some big or multiple files located on your filesystem (see my previous post).
