This has come up in the past before, but I can't find it in the archives right now. If I recall correctly, this is due to something inside of iptables (possibly shorewall - I wouldn't know where to put the "blame"), when a reject/deny is caused by something on the firewall (read, something that didn't originate on a network interface).
