No, the setup you described would work if the necessary ports were forwarded through the firewall to your server. Further, if you use the bridging mode of openvpn, you could have access to any other resources behind your firewall (printers, other servers, etc.) even with OpenVPN only installed on the server. However, if rather than a "road-warrior" setup you wanted to connect two offices and allow full access to resources on both sides, you might want to use OpenVPN on the LEAF routers at each end so that it is all transparent to your users and there is no need for client software on each workstation, server, etc. It's not for everyone but it's a very useful capability that I use frequently for clients who need a site-to-site VPN.
