It's not a matter of pretending one way or another, it's simply not
a relevant topic for the definition of the UTC timescale.

Any relationship between civil time and synodic day and/or any other
desired temporal relationships, are the responsibility of each single
countrys government and not relevant for the present subject.

The same governments are "urged" to make sure expressing the
relationship between local time and UTC is not too difficult.
