This is not an argument for leap seconds, it's an argument against
time zones.
But you know what? In most parts of the world, orthodox observers
make do just fine with time zones. The proper authorities produce
tables of sunset, moon rise, etc., as a function of location and its
local time zone. Leap seconds are irrelevant since these celestial
events are resolved to the nearest minute, not the nearest second.
