   Very interesting, thanks! The "double leap second" resurfaced
   in the ISO standard for C in 1989.

  Somehow during the discussions at the Plenary Assembly the phrase
  in quotes was deleted before adoption of the draft recommendation.
   They probably realized that |TAI - UTC| < 1 s excludes multiple
   leap seconds.
