No that isn't how it works. DUT1 is the difference between UT1 and UTC. It has 
nothing to do with local time, so it cannot be affected by a change of 
timezone. The relevant comparison is between UTC plus TZ offset, and UT1 plus 
longitude divided by fifteen.
