Correct, Kodi is useless if the device does not have a display controller/GPU and a screen output port like hdmi/VGA, whatever. But OpenWRT/LEDE supports raspi and also a bunch of allwinner-based boards (raspi clones or similar, look up "sunxi alwinner" on google), and also x86 devices (normal PC hardware). And all these devices can output to a screen. In the repo package feeds there are far more niche packages than Kodi, imho it would be a good addition.
