Oh I see, the fog is lifting and all is becoming clear. HMRC sought to issue a 
winding up order on Leeds because they thought that it might be a good punt and 
not because Leeds hadn't paid what was due.

Even Bates has acknowledged that they have an unpaid tax bill.

    Have the rules been broken?

    I suspect HMRC might have difficulty establishing this.
