There are few of the supposed problems with Rugby Union that couldn't be solved
by instituting a rule that if a player is tackled with possession of the ball,
possession turns over to the other team.

Hang on...that's how Aussie Rules started...

A ruck is a pile-up but where the ball has touched the ground. A maul is
a pile-up where the ball hasn't (yet) touched the ground.. like what they
do sometimes after a line-out where they all attempt to trundle forwards.
I spose they could ban those kinds of mauls and therefore encourage the
ball to be passed instead, not sure what they can do wrt rucks.

The most obvious thing they will do is change a drop goal from being 3
points to 1 or 2. However I actually think that is a very difficult skill
and should be worth 3 points. Maybe penalties should be reduced to 2
which might encourage teams to go for tries instead of taking every
penalty kick within kicking distance. They could also go for uncontested
scrums like in league which would also be one less mass pile-up every 3
mins at least.
