Total speculation.  Suppose you were attending a fancy dinner and they served a 
pile of clams or oysters on a platter.  Now, you're not going to use your 
butter knife to spring them open, but this tool looks like a possibility.  
Clams open a bit when cooked, don't they?  So, the idea of opening seafood is 
not farfetched in my opinion.

 

Looking closer, I wonder why there are three sets of pairs in this collection.  
Does this suggest some sort of team competition for something?

I couldn't help myself.  My first impression was there was enough metal there 
to be heated and the multiple in the set would mean the others could stay on 
the heat until needed.  That way continuous use could be accomplished.  So the 
application was next.  I figured that the shape would lend nicely to a seam.  
So I figured veneer or leather.  Then looking at the tools in the picture, I 
realized that there wasn't any debris or staining anywhere so I figured not a 
glue application.  So my next thought was a leather burnishing iron.  My first 
application that came to mind was leather like a saddle or in the old book 
binding.  Then because of the plane of the flat surface compared to the handle, 
I would think there would be too many areas on a saddle the presser would not 
be able to reach.  That settles me square into book binding press and polisher. 
 Now you know how my brain works, see if google agrees.
