To make the pictures always available in the RTF you have to embed the pictures in your Word Processor rather than have them linked.

In Microsoft Word, go to Edit > Links
Highlight all the linked photos listed in the box and then click the Save picture in document.

Note that this will greatly increase the size of the file.
You may want to save as a DOC. My test file reduced from over 20.7 MB to3.2MB doing this. Using the compress picture in the Format Picture dialogue may reduce this further depending on the original size of your pictures and the resolution you choose.

When I checked each one right after the creation, everything was perfect.
When I went back into the reports the next day. ALL of the photos have disappeared!
There are just faint lines with a small red x in the corner.
There must be something I've done wrong ...
Can anyone on this wonderful users group help me?
For the time being I am using the other photo option and I am manually entering the photos into the reports. This is a lot of additonal work.
