Good question, Keith. It is not clear from the help pages but I have always assumed they are added at the end. There is a facility to reuse them under Tools>Renumber.

Dear Legacy and users,
As I mentioned supra, I have been filing my families under the MRIN listing. However, if I happen to delete a family, for whatever reason, it leaves a gap in the sequence. When I add a new family to the MRIN file, does the new family use the previous MRIN, or is it attached to the end with a new MRIN number?
