You are correct on the confusion.
The Help file states:
 
When Adding New Records
 
When records are deleted from a family file, it leaves a "hole" in the sequential list of record numbers used by the individuals and marriages.  These most often occur as you merge duplicate records together.  You can have these abandoned numbers reused as you add new records (or import them) by checking the Reuse abandoned RINs option.
 
The reuse option is in Options > Customize > Data Defaults
 
The above help file should be a bit clearer as to the MRIN is or is not reused with the "Reuse RIN' checked.
 
Support could clarify this.

Good question, Keith. It is not clear from the help pages but I have always
assumed they are added at the end. There is a facility to reuse them under
Tools>Renumber.
