Hi Mary, Passage Express is still an Add On and it's not part of the Legacy update file.
What has changed is that Passage Express is now offering a limited version free to Legacy users and a button has been added to the Legacy Toolbar. The first time you click the button, you get the option to download the free edition of PE. Once PE is installed, clicking on that toolbar button opens PE.
