Yes this is a BUG

This is how TIME date is specified in the ISO 8601 standard.

1900-07 means month 7 year 1900 eg  July 1900

A time interval is  written as 1900/1907

I would very much like to have a button in Legacy that say use ISO 8691 time date

Legacy changes it to 1905-1906. I tried this with 1900-1903, also, and

If you just type in 1900-07, Legacy changes that to 1900-1901. In
earlier versions, from what I recall, I used to be able to do the
shorthand, and Legacy added the century automatically. Did some
programming cause this to change? I tried selecting "Format with
4-digit year" but this did not change anything. I normally have that
unselected.

Can anyone duplicate this?
