That seems rather complicated Carl. Why not just give the current no. 1 an
unused RIN and then change the RIN of the one you wish to No. 1? I am not
sure that this is what the OP was asking for though as I didn't fully grasp
the original question.

To ensure that s specific person in a file is number 1, create a new file
and add that person. Just a name is all you need, then number 1 is taken.
Import your data to that file, merge number 1 with whatever number that one
happens to be on the import, and he is then number 1.
