I have no idea - that's Ken's department <rbg>  However, as you may have
noticed, he did put the update on a different server for access and I've had
some very positive reports from users about the download from there. 

We do have a new server since the last update.

Perhaps the server could be re-configured to restrict the number of
connections. Better to have a "server busy" error than to start download and
have it fail part way.
I'm not aware of this happening before so has something on your servers
changed or is this a particularly popular updater?
May be the software can be changed so that when upgrading nothing is touched
until the download is complete.
FWIW, I had no problems but I'm in the UK so was probably downloading when
most of  you were tucked up in bed.
