Actually, just wanted to say this little program saved my butt recently
when I downloaded one of those HUGE newspaper files off Ancestry.
Everytime I loaded the file into a picture editing program, it would
freeze. Finally, I resized it down by right clicking on the file in
explorer & using the custom option. After several attempts, I got the
size down just right.... where when you blow the picture up, you can
actually read the type. Worked like a charm.

and select the "Image Resizer", it will download a quick file that,

effectively resize any photo into four size selections.
It's free, and it works. It installs right into your __right click__
menu abilities when using Windows folders and file managers. Just
right click on an image file, click on 'Resize Pictures' in the menu
and up pops a little window that gives you 4 sizes to choose from. The
little pop up windows says:
"You can create resized copies of one or more selected pictures and
store them in the current folder"
Select a size:
Small (fits a 640 x 480 screen)
Medium (fits a 800 x 600 screen)
Large (fits a 1024 x 768 screen)
Handheld PC (fits a 240 x 320 screen)
