Anti-virus and spyware scanners can interfere with the installation of Legacy, esp the latter. Shut them down when you install. When you download the setup file, the file should be scanned as soon as it's saved to the hard drive.
I know some people that will only install programs under Safe Mode, where *nothing* is running other than Windows - even drivers are disabled - so they don't have any interference with the install!
