I don't think you can do it within Legacy - however, I haven't used the
Publishing Centre which allows you to combine charts and narratives.  Don't
know if it let's you specify that the charts should be landscape for
instance.  However, if you create an RTF file you can divide your book into
sections (Insert > Section > Next Page) and then alter the page orientation
for a single section.  Of course, you have to insert another section break
at the end of the page / pages you want in landscape.  Just make sure, when
you change the page set up that you have the cursor in the section you want
changed, and that you choose 'This section' in the dialogue box so it
doesn't change the orientation for the whole document.

Orientation doesn't affect page size - only layout.  It is quite common to
have most pages in portrait (higher rather than wide) and occasional pages
landscape (wider rather than high) so you can, for example, fit a wider
table or chart across the page.  The book has to be turned to read those
pages, but all pages are the same size.
