I am trying to recreate your scenario. It does sound like a bug. Since they
all share the same mother, they should all be listed as her children.

I've entered the three children with no father. Then I entered marriage a
new husband called Mr. Husband, and their legitimate child (#4). I'm having
trouble creating a third spouse that is without a RIN. So I created an
unlinked individual (Baby 5) and linked her to just the mother.

Immediately I see her family group, and the first three children are not
shown. This is definitely a bug!

I'd report it to Support.

p.s. I don't know how to "turn on the viewing of unknown" so didn't test
that.
