Hi Pat,
Always choose a image format like Tiff if available.
The image is embedded in the PDF and to enhance it, you have to copy
the image out of the PDF. I don't think this would be different even
if you owned PDF writing/editing software although they may have some
image editing software included. The copied PDF image is unlikely to
be as high a resolution as the straight image format.

I download a LOT of census images from HeritageQuest which offers the option
of .pdf or .tif. I've downloaded the vast majority as .pdf files. Most but
not all of them are in pretty readable condition. Is there anything that
can be done with a .pdf file to enhance it?
