It seems to me there were several Geo Location databases. I honestly don't
know where these people are coming from that think the only database is for
the USA. I don't know how they got Legacy on their computer without noticing
the options for the Geo Location databases.

It is there, I am not sure if you have to download the European database
separately (cannot remember). Check if it's there under options. Though do
bear in mind though that European locations do not fit properly.
