Adobe Photoshop Elements comes combined with an 'organizer' that might be just what you are looking for. Version 6 was just recently released, hence you might be able to find an older version for sale online (eBay, Craigslist etc,) at a reduced price (v4-5 will do you just fine :-)). Once you have Organizer installed you can 'tag' photos with any fully searchable tags you might want to create. I use the program (have since v1) and have been VERY pleased :-)
