While the gravestone might be a secondary source for info on date of death, 
etc. I can't see how it can be used a a source for burial. If one is looking 
for a tombstone in a particular cemetery then something caused them to be there 
and I think that would be the source... although finding a tombstone would 
certainly serve as a confirmation of that source!

I would regard the gravestone and its' transcription as a SOURCE for 
BURIAL information. The Cemetery would be the REPOSITORY.
