There are several ways of doing this with costs going from nothing upwards.

Some ISP's charges are inclusive of some web space ( see my tiscali site) and 
others one pays for (my fergys.co site). The former usually has a limit on the 
space eg. tiscali is 50MB for the main email  address + 10MB each for the next 
9 addresses. In general they only allow html/javascript and not php/sql and 
other ways of working/coding. The paid for site allows much more space (I have 
1 GB) and am free to use many types of site construction.

With both I need to use an FTP Client to get the site onto the servers. I 
currently use ftp Commander which is available, free of charge, from 
http://internet-soft.com/ftpcomm.htm . The free version works well but others 
are available with different facilities just Google for "Free FTP Clients" (no 
quotes).

Other ways of getting your site up include using one of the free sites 
available such as Geocities at 
http://geocities.yahoo.com/ps/learn2/HowItWorks4_Free.html . The free version 
allows drag and drop to get the pages onto the site - can be a bit time 
consuming!

Some sites tend to specialise in genealogy such as Tribal Pages but there are 
others such as Site Builder, again Google is your friend, try "Free Website 
Hosting" (no quotes).

Finally for Legacy users there is a specific self-help group concerning 
websites at http://uk.groups.yahoo.com/group/WUL/ .
