IMHO (unless you intend academic publishing) none of this really matters. As long as you are consistent and you get the output you want. It's a Location - it should (!) be attached to at least one person (vital event, residence, place of employment, etc.). If not, create a gedcom and search in your wordprocessor or text editor.
