You should *always* record locations as they were at the time of the
event which occurred there. By the same token, you should always record
data as it was written on a document, not amend spellings or make other
"corrections".
Editorial comments, such as information about boundary changes,
renamings, spelling differences etc can be included in Notes or
Comments.
