This is the same question as 'what county was he born in'. You must first decide are you going to use 'what it was called at the event' or 'what it is called now', for every location; or be constantly having a mixed bag. I chose to use 'at the event date' since it will never change. I did so when in a four year period, I discovered that United Kingdom, Sweden and France re-organized their provinces, and other boundaries. I discovered this when I bought an atlas to replace a worn out one, and the county maps had changed much. I knew that it would be too difficult to keep up with governments.
